Devourer
The final talent gate is being reorganized to make core functional effects more accessible.
- Buff:
Soulforged Blades — Critical strike chance for Hungering Slash and Voidblade increased to 18%, from 15%.
- Buff:
Voidpurge — Now reduces Void Ray cooldown during Void Metamorphosis by 2.5 seconds, from 2 seconds.
Restoration
Nature’s Bounty is redesigned to reduce rotational friction.
- Redesign:
Nature’s Bounty — Regrowth heals up to 3 allies with Rejuvenation active for 15% of its healing, prioritizing the lowest-health allies.
Preservation
- Nerf:
Merithra’s Blessing — Duration reduced to 30 seconds, from 1 minute.
FrostFrostfire and Spellslinger
- Fix:
Splitting Ice and Frostfire Bolt — Fixed Frostbolt damage-modifier interactions and second-target Frostfire Empowerment application; Splinterstorm now has Cooldown Manager tracking and persists into raid and Mythic+ encounters.
Discipline
- Nerf:
Master the Darkness — Duration reduced to 30 seconds, from 1 minute.
Holy
Ultimate Serenity is moving to reduce the talent investment needed for Mythic+ use.
- Redesign:
Holy Celerity and Ultimate Serenity — These talents swapped positions on the specialization tree.
Outlaw
The change lowers Blade Flurry upkeep cost for smaller add counts.
- Redesign:
Deft Maneuvers — No longer raises Blade Flurry Energy cost by 30%; instead it adds 5 Energy per target hit, up to 30.
Subtlety
Shadow-damage bonus interactions remain under review.
- Fix:
Shadow damage modifiers — Updated modifiers and abilities so Shadow damage bonuses apply correctly and no longer double dip in the listed cases.
Protection
The prior Execute redesign is reverted; broader Protection changes are being refocused on 12.2 and 13.0.
- Buff:
Execute — Damage increased by 30%; the prior removal of optional Rage spending and 100% damage increase are reverted.
New Single-Boss Raid
- New:
The Unbinding of Kith’ix — Kith’ix raid testing begins September 16.
User Interface and Accessibility
- New:
Pulse Your Health — New Combat Audio Alerts setting plays a looping sound below a chosen health percentage, escalating as health falls.
